but you can as well declare to use the vehicle in private roads (racetracks) and then you shouldn't pay anything, am i right?
For other things indeed is similar here in italy, but if the police caught you without insurance they won't confiscate your vehicle, but they put it aside and you have to pay to have it back.

She was very original when I bought her & a proper UK bike, not an import (very rare as they were only available for 12months & very expensive, so not many sold) but just unloved & needing some tender loving care. She was stripped down, everything cleaned up, repainted & put back together. I did change the front fairing a little to add the black number board & decals as I think they don't look as nice all red & added a few other minor decals like Vale's Mito. She is still totally standard mechanically though. 
I think you mean the tax disc?? (bolted to where the rear foot peg hangers would be??) Its what we have to have in the UK. Its called Vehicle Excise Duty (was road fund licence) Every vehicle has to be taxed here to use on the road, unless it was manufactured before 1973. Its just another was of our government getting more money out of us.
